Could you provide the image before resizing? Resizing images is another potential cause for blurriness. This is a prime source for blurry images. The layers use fractional values for x/y position (move tool, transform panel).

Never the less, some problematic observations: Except at the edges, but this is caused by partial transparency. I cannot spot any difference between the „background“ and „merged“ layers.
